Fuses are ok, heat sink is ok, Error 1.4 is showing at start up, new blub was put in to check and same outcome. I can not hear the relay kick in for strike the lamp. Wires are ok not burnt no burnt smells. All voltages seem ok. Is there a problem with the starter or capacitor?

What part needs to be replaced in this case?
