I fired up the elations and all the lights were gone along with my show programming. Can they be recovered?

Hi, sorry to hear of any issues, but can you give us more detail? what elations, what show on what controller? your post is sorry to say too vague for me to be of much help.

According to the Options: It says "EMULATION VERSION 13.69. for windows
The controller is my laptop.
"Show" refers to my current lighting programing for the current show.
When I use the "patch" button it takes me to an empty screen where all the lights used to be listed.
All my recorded scene are also gone.

Oh ok, we haven't supported Emulation for at least 5 years or more at this point i think.
You should move over to the developers version called CueLux, and its available on their website: https://www.visualproductions.nl/products/cuelux
I am not sure if they can fix your show XML if something happened to it that broke the link in the patch... but they could try.
