what determines a scene is locked or stays on when a different scene is selected...
some of my scenes lock or stay on till i press the button to turn it off and others will just go off when a different scene is pressed...

Usually what happens is a new scene replaces an older scene when they both use the same channels. If the new scene is controlling all different channels then the old one stays on.
If you use the SOLO button each scene will cancel out the last scene .
That's a good point, as long as you are using the buttons to call the scenes and not the playback faders.
