When setting up a daisy chain that includes design spot 250s and elation LEDs does the dmx daisy chain have to be uninterrupted between the intelligent lights...or can the leds be mixed in with the daisy chain or placed at the end?

Hello SJ, For a DMX daisy chain you need to have one cable going from the output of the controller into the input of the first fixture and then proceed to daisy chain like so from output of fixture to input. It doesn't matter the dmx address or fixture placement in the dmx line as long as they are all cabled in from the one dmx output from the controller.

thanks for your help, i have one more question. On the Opti RGB when using the dmx output and assigning channels on the dipswitches, how do you do say channel 97
or say 153??

The DIP switch program is a major time saver. There is also one built into MyDMX, which is some computer-based lighting software made by ADJ. That little component has saved me on a few shows to get DMX addressing done quickly for a few fixtures on a brand that shall remain nameless.
Also, in regards to DMX cabling:
DO NOT make your own DMX splitters. DMX is a data control protocol. If you should need to split or distribute the signal, Elation makes the OptiBranch/4 and MultiBranch/4, which are repeaters/splitters/distros of the signal. Due to what protections they can offer, as well as those features(and more), they are super affodable. I feel any of us serious about our lighting should own at least one of these.
I'm debating redoing my stage rack to move some gear out and get myself a second OptiBranch/4.
Lastly: Please use a DMX terminator and DMX cabling!
