The Show Designer 2 CF page lists an effects engine as one of the main features:

On this controller the factory chase page is the only effect engine unless you also want to include the factory presets as effects.
As a related question, where do factory presets for fixture profiles that you load in come from? Are they "generic" presets that apply to any fixtures that have pan and tilt parameters, or are they somehow included in the fixture profile when you load them in?
They are used to call the color, gobo or effects channel steps that were defined with the profile.
