Short in the chassis

Well now it looks like there is electrical interference between the upper and lower sections of the chassis. If they touch metal to metal, the data wheels stop working... I have created a barrier with gaffer tape but cannot screw the pieces together as then the short comes back.

Ideas?

BTW, the unit works great taped together.... I would at some point like to screw the top and bottom pieces together!!
