Im at a show in Philly and one of my bulbs wont turn on...
When I power the fixture up the bulb flickers but wont power up.
Any suggestions?

How many hours on the lamp? It might be do to replace. The leads are just long enough to arc, but to short to maintain the arc by the sounds of it. If the ballast/a fuse was at fault, it wouldn't strike/flicker at all. The hard part for the ballast is making the arc, not maintaining the arc, that's much easier on it.
The lights have about 80 hrs or maybe a little more on them. I have opened the lights up a couple times but I dont know where the "Ballast" would be and how I would tell if it was that or a fuse or what?
