Ballast on design spot 250 is brown

I was working on one of my Design Spot 250's, and when I plugged it back in to power, only the fan worked. So I unplugged it and plugged it back in for a second time, and now nothing works. I opened up the base and where the red wire (covered in black) makes contact with the ballast (the white piece with 8 small flathead screws)it's brown like its been burnt. Is this the root of the problem? I already checked the fuses.
