DP 415 as a stand alone

Someone told me that the DP 415 will turn on all the lights without the use of a controller. They said this last night when our Stage setter failed.. I cannot find any documentation to verify this one way or another.. can someone help.. if it will how do I do it? It would have helped last night when we had no lights. Thanks
