is there any resistance on the pan and tilt when powered on? if yes then look at the drivers on the main PCB, are the PCB green in color (if so they are the OG PCB) take a look at the drivers, if you see dark spots (shadows) around the drivers then for sure they have gone bad. Also inspect all the wiring going through the yoke, make sure none are severed.

There is resistance on the tilt but not the pan. The pan does not move at all. When manually moving the pan and tilt the motors dont feel bad. I looked at the drivers, no signs that they have gone bad. Is it possible the whole PCB board went bad? I have 4 fixtures and they are all the same, everything works fine except pan and tilt. They were very dusty when opened up as well.
